According to Rosas, some of the protesters were also seen attempting to stop the violent individuals from vandalizing homes during the Wednesday riot.

Just before 9 pm, two hours after the Wauwatosa curfew, the police declared the protests in the area an unlawful assembly.

With the help of the National Guard, the police had set up a protective perimeter around the City Hall before being confronted by a mob of rioters who reportedly threw rocks at them and the surrounding buildings.
