Elf on the shelf is a Christmas concept introduced to make children behave well.

As a part of the concept, a scout visits the house from the North Pole and motivates the children to behave nice.

The idea is that Santa’s agent keeps a close eye on the children and reports Santa if they are naughty or nice. Santa then decides their gifts depending on the report from elf, Santa’s helper.
