Daniel Rotariu, who was badly disfigured and blinded by his girlfriend, sues police over claims they failed to act on reports that could’ve prevented the acid attack.

He had 96 percent pure sulphuric acid poured over him by his girlfriend, Katy Leong, while he slept in their house in July 2016.

The woman was jailed for life after being found guilty of attempted murder. Leong will also serve at least 17 years.

According to police watchdog of the Independent Office of Police Conduct or IOPC, staff and officers had received reports that Leong was “acquiring acid to carry out a premeditated attack on an unnamed third party.”

The investigation found that Leong was never contacted about the allegations.

33-year-old Rotariu told the Guardian: “They received information that Katie was acquiring acid but they just closed the file and did nothing.

“I’m living in a prison of darkness. It took away my independence, my ability to work. It took away my sight, I will never see my fiancee and my baby’s face.”

Rotariu also said he still goes to hospital every week for more than two years after the incident.

Leicestershire Police said that they are aware of the legal proceedings but have no comments yet about it.

Leong and her ex-boyfriend Mark Cummings were both accused of attempted murder. Mr. Cummings was cleared by the jury in 2017.

The court was told Mr. Cummings had ordered the acid online but the attack was ‘driven and orchestrated’ by the woman who was convicted.

Angela Clark from the Crown Prosecution Service said: “The evidence revealed a picture of her fascination with attacking someone using acid, including her possession of a book written by an acid attack survivor.

“The evidence of forensic medical experts confirmed that the acid was poured for about six seconds, and that a smaller dose of acid could have been fatal.

“All this evidence clearly showed that she had planned and implemented the attack fully intending to kill, so she was prosecuted for attempted murder.”
